THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air System Command (NAVAIRSYSCOM) intends to award a Firm Fixed Price Incentive Firm modification to Contract N0001912C0047 to Sikorsky, A Lockheed Martin Company, for the procurement of assistance in conducting the airworthiness validation process and Aircraft Inspection Discrepancy Reports for the CH-53K Low Rate Initial Production (LRIP) aircraft. This includes providing engineering data requirements, operating limitations and restrictions for Lot 5 and 6 LRIP configurations, and all other necessary data. This procurement will be awarded in a sole source basis to Sikorsky, A Lockheed Martin Company, and Sikorsky has been the sole designer, developer and manufacturer of the CH-53K aircraft. As such, Sikorsky is the only responsible source that possesses the technical data and requisite knowledge required to meet the Government�s requirement. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
