Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL. The U.S. Department of Commerce (DOC), Office of Acquisition Management (OAM), located in Washington, D.C., intends to negotiate on a sole-source basis and award a one-year base contract with 3 six-month priced options. This will be a new task order to GSA schedule contract # GS- GS-35F-540GA, ACCENTURE FEDERAL SERVICES LLC, 800 N Glebe RD STE 300, Arlington, Virginia, 22203-2149. This acquisition is being conducted under the authority of permitting other than full and open competition, implemented by the Federal Acquisition Regulation (FAR) 538.7104-3(b)(ii) entitled, �only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.� The Department of Commerce (DOC), Office of Financial Management (OFM), helps lead all activities for the Chief Financial Officer (CFO)/Assistant Secretary for Administration (ASA), and provides direction for all administrative initiatives on behalf of the DOC bureaus. The OFM/CBS Solutions Center (CSC) is responsible for leading these activities, and specifically for coordinating the Commerce Business Systems (CBS) program and maintaining the CBS/Core Financial System (CFS) application software and applicable interfaces; as well as all Department of Transportation/Federal Aviation Administration/Enterprise Services Center (DOT/FAA/ESC) initiatives, and related bureau customer support activities. The OFM/CSC is responsible for maintaining the CBS suite of software and applicable interfaces. The CBS interfaces with the Commerce Acquisition System (CACI�s C.Suite COTS product), the National Finance Center (NFC) Payroll System, and the Automated Standard Application for Payments (ASAP). The CFS is a customized Commercial Off-The-Shelf (COTS) application, providing financial management and accounting capabilities for DOC bureaus. The Department is currently modernizing the financial, acquisition and property systems through the Business Applications Solution (BAS) project, with the final bureau scheduled for deployment in October 2026. After this deployment, CBS will be decommissioned. Accenture Federal Services is the incumbent contractor offering support for the Agency�s current CBS support contract. Accenture has amassed an expertise in all aspects of the CBS/CFS Program and is uniquely qualified to continue supporting the CBS/CFS until the work is eventually transition to the BAS contract, which is anticipated to be finalized in 2026. Accenture�s personnel have developed robust institutional knowledge upon which the Program relies on a regular basis. There has been minimal turnover among the incumbent's personnel assigned to all support tasks, resulting in a highly skilled group dedicated to supporting the OFM/CSC mission and integrated into Program team efforts. Accenture has consistently met or exceeded Program support requirements and stayed within or below its approved cost projections each year of its support to the Program. Accenture has intimate knowledge of CBS Core Financial System, technical, and operational environment due to the unique and specialized nature of the ongoing work. Due to their knowledge of the current highly customized code, Accenture is able to recommend specific settings, changes, and interfaces quickly and most efficiently to maximize Commerce's CBS environment to best meet DOC's business needs. Due to this unique knowledge, they are able to anticipate growing needs and identify requirements or cost changes effectively, consistent with other DOC initiatives; and to suggest methods for performing the work more economically and efficiently. In addition, their long history of the CFS has provided them with a deep corporate knowledge of DOC's operations and history, enabling them to identify, understand and resolve any issues in a timely manner. This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the Government�s claim. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the Government's concerns and address how the items can be provided without jeopardizing the on-going projects. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be issued to ACCENTURE FEDERAL SERVICES, LLC.
