SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB). This is a Request for Information (RFI) ONLY. A solicitation is currently not available. This notice is not to be construed as a commitment, implied or otherwise, to issue a solicitation or ultimately award a contract. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR Part 10, Market Research and FAR Part 19, Small Business Programs. Information received as a result of this notice will be considered market research and used for planning purposes only. Any information submitted by respondents is strictly voluntary. Any costs incurred as a result of this announcement shall be borne by the responder and will not be charged to BSA for reimbursement. INTRODUCTION: This is the initial step in the planning process for the procurement of a major maintenance service for a 13.8 kV motor driving a 7.5 kV salient-pole generator, subsequently referred to as the Siemens Motor Generator set (MG set). In this major maintenance, a full disassembly is required, including removing both rotors and setting them up for detailed inspection, testing, cleaning, and refurbishment of both rotors and stators. The motor and generator rotor slip ring systems shall be evaluated in detail and shall require major on-site refurbishment at Brookhaven National Laboratory (BNL), managed by Brookhaven Science Associates (BSA), as defined in the Statement of Work (SOW), attached. BSA anticipates conducting a competitive acquisition for this effort. The North American Industry Classification System (NAICS) code is anticipated to be 335312 � Motor and Generator Manufacturing. The size standard for NAICS code 335312 is 1,250 employees. INSTRUCTIONS: All interested respondents capable of providing services for the requirements outlined in the attached Statement of Work (SOW) are invited to respond electronically with a Statement of Capabilities (SOC) demonstrating the ability to meet the requirements. Do NOT merely reiterate the objectives or reformulate the requirements specified in the SOW or include any marketing material in the capabilities statement. Responses shall include company name, address, SAM Unique Entity Identification (UEI) number, point of contact with email address and telephone number, and indicate business size (large, small business, small-disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 335312. BSA reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. The SOC shall address the following areas, at a minimum: Description of capability to meet the requirements identified in the SOW. Overview of company�s experience in power controller/regulators and motor generators. Including a list of three similar power regulators successfully designed, manufactured, and installed. Familiarity with motor-generator applications in high-energy physics and/or other scientific/industrial environments. The Government is also assessing the availability of domestic end products, as defined under applicable statutes and regulations. The Offeror is requested to confirm if the proposed system is considered a domestic end product as defined at FAR 25.101(a). If not, what is the country of origin of the product? Respondents are requested to provide if the proposed system is a �commercial product� as defined at FAR 2.101. Please provide supporting documentation or justification for the commerciality determination in your response.
