THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office (Code 400), hereby provides notice of its intent to award a sole-source, firm fixed service contract to THERMO ELECTRON NORTH AMERICA LLC. The contract is expected to be awarded under FAR 13.106-1(b)(1)(i). A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be from approximately 18 MAY 2026 through 22 MAY 2026 INTENT TO SOLE SOURCE - A 4 DAY TRAINING FROM TRANSPORT PRODUCTS & SERVICE ENTERPRISES, INC. (TPSE) TO SUPPORT SELF PROPELLED MODULAR TRANSPORTER (SPMT) TRANSPORT PRODUCTS & SERVICE ENTERPRISES, INC. is the only reasonable source due to the unique design and control systems specific to each manufacturer, operator training must be tailored to the SCHEUERLE equipment we own & operate. SCHEUERLE is the only entity that provides training specific to the SPMTs, and they have designated TPSE as their authorized trainer for the United States. While other SPMT operator training programs exist worldwide, SCHEUERLE is the sole provider of training applicable to the unique requirements of our specific equipment at PSNS, as the OEM. Contact with TII (SCHEUERLE) is confirmed that TPSE is the designated training provider for their machines. Furthermore, TPSE is the exclusive distributor of SCHEUERLE in the United States and the only company authorized by the Original Equipment Manufacturer (OEM) with personnel possessing the specialized training and skills necessary to conduct initial operator training on SCHEUERLE SPMTs. The SCHEUERLE trained instructors that come to PSNS and teach employees have specific knowledge and training for the machines owned and operated, as they are the manufacture of said equipment. SPMT�s are still considered very new material handling technology that requires expert vended training when employees are learning to operate them, for their safety and to ensure accurate operation of the equipment. Interested parties are encouraged to furnish information by email only with subject line stating - RESPONSE TO INTENT TO SOLE SOURCE FOR N4523A26Q1312 A determination to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. PSNS and IMF Contracting Office (Code 400) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Purchasing agent, Patrick Scott by email at patrick.j.scott.civ@us.navy.mil and Contracting Officer, Jacqueline Edgerton jacqueline.f.edgerton.civ@us.navy.mil. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
