Description

This Synopsis/Pre-Solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this Synopsis/Pre-Solicitation should be submitted in writing to the Point of Contact(s) indicated below. CONSTRUCTION PROJECT: The magnitude of construction is estimated to be between $1,000,000.00 and $5,000,000. The resulting contract will be firm-fixed-price. PROJECT DETAILS: The Government intends to solicit a Lowest Price Technically Acceptable (LPTA) solicitation for Ediz Hook Beach Nourishment at Port Angeles, Washington. The design for this maintenance action proposes to place up to 40,000 tons of beach nourishment fill material consisting of 6 to 12-inch rounded cobbles along the seaward toe of the revetment (+12 ft MLLW) and 0 ft MLLW between stations 145+00 and 174+00. Construction will occur in one season and is expected to last 4-6 weeks based on available funding. Staging would occur on the top of Ediz Hook on previously disturbed areas. Access to repair areas would occur over existing roads and over the armored slope of the revetment. Access used in the past would likely continue to be used for future O&M and are located near the east end of the paper mill, near Sta. 151+00 and the west end of the paper mill near Sta. 174+00. Beach nourishment is expected to use excavators, dump trucks, lowboy flatbed trailers, and bulldozers. All construction activities would occur from the revetment or along the beach. Dump trucks and trailers would transport equipment and materials to Ediz Hook. An excavator would place armor rock along the revetment. Dump trucks would place beach nourishment material along the revetment and a bulldozer would disperse it along the beach nourishment area. The NAICS code for this procurement is 237990, Other Heavy and Civil Engineering Construction, and the associated small business size standard is $45 millions of dollars. This action will be a women owned small business set-aside. Offerors are responsible for checking for any update(s) to the Notice/Solicitation.
