Description
The Naval Air Systems Command (NAVAIRSYSCOM) at Patuxent River intends to issue a sole-source, cost-plus-fixed-fee modification to the upcoming development contract (N00019-26-C-0133) for the Joint Precision Approach and Landing System (JPALS) V2. The contract modification requirements include the design, engineering, integration and test of a datalink interface and lead system integrator efforts to accommodate a Government-furnished waveform. These efforts also include the procurement of four JPALS V2 Engineering Development Models (EDM) retrofit kits and the associated Technical Data Package. The period of performance for this effort will be 48 months. This synopsis is for informational purposes only. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The government intends to negotiate the contract under the statutory authority of 10 U.S.C. 3204(a)(1) (formerly known as 10 U.S.C. 2304(c)(1)), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification Systems (NAICS) code for the action described herein is 334511. GENERAL INFORMATION: RTX Corporation (Collins Aerospace, Fullerton, CA.) is the sole designer, developer, manufacturer, and integrator of the JPALS V2, AN/USN-3(V)2 and is the only source with the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within the required timeframe without significant duplication of costs. This is an on-going effort with RTX Corporation to develop JPALS V2. For subcontracting opportunities RTX Corporation can be contacted at https://www.rtx.com/suppliers. Any interested party must have the approved facility(ies), personnel expertise, and clearances necessary or demonstrate the ability to obtain any required clearances in time to meet the schedule requirements. Any interested party shall be responsible for obtaining from RTX Corporation any JPALS V2 data required for the support of this effort at no cost to the U.S. Navy. Any respondent must also submit a Statement of Qualifications to demonstrate their ability to perform to the Government's needs within the required response time. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
