Description

This Notice of Intent is provided to advise that the Government intends to solicit and negotiate a Sole Source, Fixed-Priced Single Award Indefinite Delivery Indefinite Quantity (IDIQ) with only one source, Cepheid. This procurement is for an extensive range of infectious disease testing covering microorganisms such as Methicillin Resistant Staph aureus (MRSA), Clostridioides (Clostridium) difficile Toxin (C diff), Carbapenemase Resistant Enterobacteriaceae (CRE), Chlamydia trachomatis/Neisseria gonorrhoeae (CT/NG), Beta hemolytic Streptococcus Group A (Streptococcus pyogenes), SARS-Coronavirus-2, Hemophilus influenzae (influenza A and influenza B), Respiratory syncytial virus (RSV), and Vaginal Infection Molecular Test to be used on the Cepheid GeneXpert Infinity that is owned by the facility. This action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of Revolutionary FAR Overhaul 12.102 (b) and 41 USC §1901, only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government s belief that the proposed candidate is the only authorized provider of the reagents that can meet the agency s needs. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals and no solicitation is available. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition. Any response should be emailed to Moneque Rodriguez at moneque.rodriguez@va.gov by 13:00PM Eastern Standard Time on January 09, 2026.
