Description

The Army Contracting Command-Rock Island (ACC-RI), on behalf of the Joint Munitions Command, intends to issue Request for Proposal (RFP) W519TC-25-R-A005 for the operation, maintenance, and modernization of the Hawthorne Army Depot (HWAD) beginning in calendar year 2026. HWAD is a Government-Owned Contractor-Operated (GOCO) facility located in Hawthorne, Nevada that provides Supply Depot Operations (SDO), including storage, receipts, and issues, as well as demilitarization of munitions. HWAD is the largest Army Depot in the Organic Industrial Base and the only GOCO with demilitarization capability. In addition to SDO and demilitarization of munitions, the operating contractor will be required to operate, maintain, and modernize equipment and facilities, as well as provide numerous base support operations (e.g., environmental, fire protection, safety, security). ACC-RI intends to conduct a two-phase best value subjective tradeoff source selection which will result in a single award of one Indefinite Delivery Indefinite Quantity contract to one Offeror consisting of Firm-Fixed-Price (FFP) Contract Line Item Numbers. The resultant contract will consist of a base period with five one-year ordering periods; an evaluated five-year option with five one-year ordering periods executed at the time of award; and two subsequent unevaluated five-year options, each with five one-year ordering periods. The total period of performance will be 20 years, if all options are exercised. There will be a six-month transition period that will commence upon award of the contract. This synopsis does not constitute an RFP and shall not be construed as a commitment by the Government for any purpose.
