Description
Presolicitation Notice for Exposure Monitoring Software and Devices 1. Point of Contact. Shavonda Jamison, Contracting Officer, shavonda_jamison@ibc.doi.gov, 202-618-7113. 2. Set Asides. Total Small Business. 3. Codes for Services or Supplies. NAICS: 513210-Software Publishers, PSC F101 Environmental System Protection-Air Quality Support. 4. Description. The Government requires the procurement of Safeguard Software subscriptions/applications and Fire Monitoring Devices to support the aggregation of data from multiple wearable sensors. These tools will enhance real-time capabilities for measuring and assessing harmful smoke exposure, heat stress, and environmental hazards encountered by wildland firefighters during the 2026 wildland fire season. A review of available sources determined that only one vendor can meet this requirement. Due to the proprietary nature of the Safeguard Software and the specialized training necessary to operate the system, VigiLife, Inc. has been identified as the sole provider capable of supplying the required software subscriptions/applications and monitoring devices. Their solutions are essential to ensure timely implementation of exposure-monitoring capabilities for the 2026 season. The Government intends to award a Firm Fixed Price (FFP) contract to VigiLife, Inc. to fulfill this requirement. A sole source determination has been completed for this acquisition in accordance with 41 U.S.C. 1901. The anticipated award date is July 30, 2026. Questions regarding this acquisition should be directed to the Contracting Officer.
