Description

The U.S. Army Corps of Engineers (USACE) Europe District is planning a requirement for a firm-fixed-price, design-bid-build construction contract to build and extend the munitions storage area (MSA) on Rygge Air Base in Norway. The project�s anticipated magnitude of construction is between $25,000,000.00 and $100,000,000.00 with a construction duration of 707 calendar days from issuance of the Notice to Proceed (around April of 2027). This procurement is an unrestricted (full-and-open competition) Request for Proposal (RFP) with a brand name requirement, using Federal Acquisition Regulation (FAR) part 15 and the Tradeoff source selection process. An official RFP is anticipated to be posted here through the Procurement Integrated Enterprise Environment (PIEE) website on or around April 23, 2026, and a site-visit is tentatively scheduled for May 12, 2026. Interested offerors must be registered in PIEE to submit a proposal. Note: Any solicitation issued resulting from this notice will be in a separate announcement.
