Title: Presolicitation Notice / Food Services FBI Headquarters (J. Edgar Hoover Building) Agency: Federal Bureau of Investigation Notice Type: Pre?Solicitation NAICS Code: 722310 (anticipated) PSC Code: S203 (anticipated) Purpose The Government intends to issue a forthcoming solicitation for Food Services in the FBI J. Edgar Hoover (JEH) Building located at 935 Pennsylvania Ave., NW, Washington, DC. This notice serves only as an advance announcement and does not constitute a request for proposals, quotations, or bids. No response is required at this stage. The Government reserves the right to modify the place of performance within the National Capital Region at any point during the period of performance. 2. Description of Requirement The Government anticipates awarding a no-cost contract, with the contractor eligible to earn an award incentive fee based on the Government�s assessment of the following: Food quality and safety, Menu variety, nutrition and availability Customer service and engagement Operational reliability and compliance Facility stewardship and maintenance Collaboration, transparency and responsiveness The primary food service area occupies 33,872 square feet on the 8th floor of the JEH Building, including 27,600 square feet of food preparation, storage, and serving space, and a 6,272-square foot dining area with a mixed indoor and outdoor seating capacity for approximately 480 patrons. Food service is currently configured as "cafeteria style," meaning patrons select items from serving counters and seat themselves. Minimum operating hours are Monday through Friday, excluding Federal Holidays. The Contractor must assume operation of the existing food services area and enter into licensing agreements with all franchised business located at JEH, including Dunkin Donuts on the 8th floor and Starbucks on the 1st floor. Dunkin Donuts offers baked goods prepared off?site along with beverages typical of commercial locations, while the 2,914?square?foot Starbucks caf� seats approximately 56 patrons and provides its customary menu, including online ordering for individuals with JEH access. The Contractor must comply with all terms and conditions of each respective licensing agreement. Period of Performance: Estimated start date is July 13, 2026, allowing a 30-day vendor transition period, and structured as a one-year base period followed by four one-year option periods. 3. Anticipated Solicitation Details Estimated Release Date: April 2026 Estimated Response Due Date: June 2026 Method of Solicitation: Request for Proposal (RFP) Distribution: The solicitation and all amendments will be available electronically through SAM.gov. No paper copies will be issued. 4. Additional Information Interested vendors are responsible for monitoring SAM.gov for the release of the solicitation and any subsequent updates. The Government will not respond to questions until the official solicitation is posted. 5. Disclaimer This notice does not commit the Government to award a contract.
