Description
PRESOLICITATION NOTICE: The Department of Veterans Affairs (VA) intends to solicit for prescription eyeglasses manufacturing for eligible beneficiaries on or about November 6, 2025. Virtual Industry Day: VA will host a Virtual Industry Day/Presolicitation Conference detailing expectations for proposal submission on November 5, 2025, at 12:30 PM Eastern Time. The link will not be posted publicly. Interested parties shall email Jeremy Boston, Contract Specialist and Jeremy Parker, Contracting Officer at Jeremy.Boston@va.gov and Jeremy.Parker2@va.gov to obtain an invitation no later than November 4, 2025 at close of business to ensure an invitation can be sent for participation. This Virtual Industry Day is not mandatory. No questions will be accepted during the Virtual Industry Day. The Department of Veterans Affairs (VA) has an ongoing program to provide prescription eyeglasses (both dress and safety) for eligible Veterans. The Contractor is to provide prescription eyeglass manufacturing for beneficiaries of all sites of care detailed in the Statement of Work (SOW) and their entire catchment areas (including outpatient clinics) within the VA including all CONUS and OCONUS locations. The solicitation does not include services for opticians. This solicitation is set-aside for SBA certified service-disabled veteran-owned small businesses (SDVOSB s). Offerors shall meet Nonmanufacturer Rule (NMR) requirements or fall under current NMR class waiver(s) which can be found at: www.sba.gov/document/support-non-manufacturer-rule-class-waiver-list The Department of Veterans Affairs intends to establish firm-fixed price with economic price adjustment, IDIQ contracts. This solicitation will result in multiple awards. The IDIQ s will cover the entire nation. Delivery Orders will be single award, and VA intends to award Delivery Orders to at least two contractors. The contract performance period for the is for ten-years inclusive of a five-year base period and one, five-year option period. The Government is not seeking pricing at this time. Please do not include pricing in your response to this notice. Please ensure both Points of Contact (POC) are included in all correspondence and solicitation identifier 36C24126R0001 is within the subject line of your email.
