Contracting Office Address Naval Surface Warfare Center, Carderock Division (NSWCCD) 9500 MacArthur Blvd West Bethesda, MD 20817 ? Description of Requirement The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for extensive repairs and replacement of Building 4E Crane 0018, which was severely damaged in a fire. The scope of work includes, but is not limited to: Conducting a structural floor load analysis and providing a rigging plan. Safely disconnecting, disassembling, and removing the damaged hoist and trolley system. Disposing of all removed equipment in accordance with federal, state, and local regulations. Installing a new 3-ton, Navy-compliant hoist and trolley system. Completing all work within 60 calendar days from the date of award. The total estimated value of this requirement is $112,356.67. ?? Authority and Justification This acquisition is being pursued on a sole-source basis under the authority of FAR 13.106-1(b)(1)(i), which allows for soliciting from a single source if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. The intended source is: CraneWorks, Inc. 6119 Miller RD Richmond, Virginia 23231 ? Basis for Sole Source CraneWorks, Inc. is uniquely qualified to perform this repair. They are the incumbent contractor responsible for crane maintenance at the facility under a contract with the US Army Corps of Engineers (USACE) and are the NAVFAC-designated contractor for maintaining compliance with NAVFAC P-307 standards. As the designated maintenance contractor, CraneWorks, Inc. possesses intimate and specialized knowledge of the equipment, its operational requirements, and the governing regulations. Awarding the contract to another vendor would create a division of responsibility, introduce significant risks, and likely cause unacceptable delays in returning the crane to service. Utilizing CraneWorks ensures continuity of responsibility, accountability, and a seamless and efficient repair process. ? Notice of Intent and Capability Statements This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
