Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and proposals are being requested. A written solicitation will not be issued. The solicitation number is N68836-16-T-0082 and this solicitation is issued as a request for quote (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2005-74. This is a 100 percent Small Business Set-Aside. The small business standard for the associated NAICS code is 562112 with a size standard of $32.5M. The Fleet Readiness Center Southeast (FRCSE) is a large industrial facility located at Naval Air Station Jacksonville Florida. FRCSE is responsible for rework, repair, and overhaul of various Navy aircraft, engines, components, and ground support equipment. Many of the aircraft parts and components used throughout the maintenance process at FRCSE require routine cleaning to remove sludge and grime accumulated during the maintenance process. FRCSE utilizes several Parts Cleaning Machines to remove all sludge and grime from the aircraft parts and components. This requirement is for each Parts Cleaning Machine to be serviced/cleaned on a routine basis. The attached Performance Work Statement (PWS) identifies all machines by description, location, and required service frequency. It includes brand, model, and serial #, salient characteristics, and quantity. The required services will be provided at FRCSE facilities located at Naval Air Station (NAS) Jacksonville, FL and Naval Station (NS) Mayport, FL. The Government anticipates issuing a Firm Fixed Price, single award task order contract for the entire requirement outlined in this announcement. Proposals are due NLT 12:00p.m. Eastern Standard Time (EST), 25 March 2016. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, considering past performance. Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and technically acceptable low bids/past performance. Details for how the Government will evaluate each offeror are outlined in related attachments. Questions concerning this solicitation must be submitted in writing NLT 12:00 p.m. EST, 18 March 2016 to reasonably expect a response from the Government. Questions not received within the prescribed time and date WILL NOT be considered. The Government intends to award without discussions, however, reserves the right to hold discussions, if necessary. Therefore, offerors are cautioned to provide their best possible quote from a technical and price standpoint.
