Description
The Department of Homeland Security (DHS) U.S. Immigration and Customs Enforcement (ICE) has an immediate need for services supporting the Safety and Verification Initiative (SVI) for unaccompanied alien children. See solicitation and attached documents for full details. In this solicitation, the Government will utilize the principles and procedures from FAR Part 12, FAR Part 15, and FAR Part 16. The Government anticipates awarding a hybrid firm-fixed-price and cost reimbursable Indefinite Delivery, Indefinite Quantity (IDIQ) contracts to multiple vendors as a result of this solicitation. This strategic combination aims to make our procurement process more efficient and effective. By using the negotiation techniques of FAR Part 15 and the flexible contract types under FAR Part 16, the Government expects to achieve the best outcomes that meet its goals and compliance requirements. This approach will enable us to leverage the strengths of all parts, ensuring a streamlined and adaptable procurement process that aligns with our organizational objectives and regulatory standards. UPDATE 3/23/26: Amendment 0001 has been posted. The purpose of this Amendment 0001 is post the question and answers and update the solicitation and corresponding attachments. UPDATE 3/24/26: Amendment 0002 has been posted. Amendment 0002 is to correct an administrative error on Page 63 of A0002_70CDCR26R00000015 to update the proposal due date. UPDATE 3/31/26: Amendment 0003 has been posted. The purpose of Amendment 0003 is to update the solicitation. As a result of this update, any previously provided proposals will not be evaluated and all interested offerors must submit a new proposal in accordance with the updated solicitation. UPDATE 4/2/26: Amendment 0004 has been posted. The purpose of Amendment 0004 is to update the solicitation, including associated attachments. A new question window is opened and the question submission date is updated in the solicitation. The submission due date has not changed. UPDATE 4/9/26: Amendment 0005 has been posted. The purpose of this Amendment 0005 is post the question and answers and update the solicitation and corresponding attachments.
