Subject: Sources Sought Notice (SNN) ONLY Reference: Diagnose Septic Tank Issues, Santa Monica Mountains National Recreation Area ** This is an SSN for the purpose of conducting Market Research. Quotes are NOT being requested, nor accepted at this time. Responses are being requested from both Large and Small Businesses. ** Purpose: 1. The purpose of this SSN is to gain knowledge regarding the types of interested businesses and their qualifications. Information obtained through this SSN will be utilized to develop the acquisition strategy. The amount of interest, or lack thereof, will determine the possibility of a Small Business or other Socio-Economic Set-Aside for solicitation and award purposes. Analysis of the quality of responses to this SSN will be considered in the Market Research being conducted and in the making of any set-aside determination for this requirement. 2.The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement; and 3. No solicitation, quotation package, specifications, or drawings are available with this SSN. 4. Cost Reimbursement: Response to this announcement is strictly voluntary. No reimbursement will be made for any costs associated with providing information in response to this SSN, nor any follow-up information requests. 5. North American Industry Classification System (NAICS) code: 562991 Septic Tank and Related Services, Size Standard: $9,000,000.00. 6. Project Description: The project is located at Santa Monica Mountains National Recreation Area. The surrounding area is suburban/ rural with adequate staging located at the park. The site is within 10 to 20 miles of the nearest suppliers and lodging facilities. This area of the Park is generally used only by Park staff with little to no use by park visitors. It is easily accessible year-round. The site requires protective measures to ensure the surrounding area remains undisturbed. There are three possible projects: 1. Diagnosis and estimate of repairs � Provide in-depth description of work of repair and/or replacement of septic system to include the septic tank, sump pump, and leach field. This component will include any necessary septic tank pumping to diagnose issues with the septic tank. The anticipated period of performance for this component is 30 days. a. Camera Scope of all possible components. b. Provide report with repairs needed and an estimate. 2. Septic Tank Pumping � Removal of liquid and solid waste from a 10,000-gallon septic tank. The anticipated period of performance would be for 12 months. 3. Repair and/or Replacement of Septic System - The anticipated period of performance for this component is 60 days. 7. Solicitation: It is anticipated that a competitive Request for Quotations (RFQ) will be issued around the time frame of early February 2026 and awarding a single Firm-Fixed-Price (FFP) contract for the diagnosis of the septic tank issues. The other two possible projects would likely be solicited after the completion of the diagnosis project. 8. Submittal Instructions: Responses shall be captured by filling out (in its entirety) the attached Sources Sought Survey Questionnaire. The interested Contractor shall respond no later than 2:00 PM Pacific Time (PST) on January 20, 2026, by emailing the attached questionnaire to the Contracting Officer at Quinn_Rankin@nps.gov.
