Annual Bulk Petroleum Purchase for Atlantic, Europe, and Mediterranean Region Contracting Office Address: Defense Logistics Agency � Energy 8725 John J. Kingman Road, Fort Belvoir, VA 22060-6222 Description: The Atlantic/Europe/Mediterranean (AEM) Purchase Program covers the annual bulk petroleum requirements for the Atlantic, Europe, and Mediterranean Region (JA1, JP5, JP8 and F76). Cost savings strategies under this solicitation include a minimum lift guarantee of 75%. Delivery modes will be by tanker and pipeline. FOB Destination tanker offers will not be accepted. The requirements may increase during the delivery period and be met by supplemental solicitations tied to this procurement. Tentative requirement details for this procurement are: Turbine Fuel, Aviation (JA1); NSN: 9130-00-753-5026; Quantity: 173,909,000 USG Turbine Fuel, Aviation (JP5); NSN: 9130-00-273-2379; Quantity: 41,619,000 USG Turbine Fuel, Aviation (JP8); NSN: 9130-01-031-5816; Quantity: 25,800,000 USG Fuel, Naval Distillate (F76); NSN: 9140-00-273-2377; Quantity: 75,917,000 USG Delivery Period: Under this Purchase Program, 1.1b (F76), 1.1d (JP5), and 1.1i (JA1 & JP8), the delivery period is July 1, 2026, through June 30, 2027, plus a 30-day carry-over period. The 30-day carryover period allows for delivery of orders placed prior to the end of the ordering period. Solicitation Availability: Copies of the solicitation will be available via the sam.gov webpage at www.sam.gov as soon as it becomes available. Please be advised that a hard copy solicitation will not be available. Vendors will be required to submit an offer through the Offer Entry Tool (OET). If you intend to submit an offer, please familiarize yourself with the system and its requirements ahead of time. A user manual for Bulk Fuels OET can be found at: https://oet.energy.dla.mil/bulkoet/BulkOETServlet?class=umanmethods&method=getUM The items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979. All offers shall be in the English language and in U.S. dollars. Sources Sought Notice: DLA Energy intends to award a portion of the F76 requirement on a non-competitive basis in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The quantity contemplated is 25,800,000 U.S. gallons (USG) of F76 delivered by Pipeline, for Defense Fuel Supply Point (DFSP) Rota, located in Rota, Spain for the same delivery period as the rest of the requirements. Compania Espanola De Petroleos SA (CEPSA) / Moeve is specified as the only source authorized to supply this fuel requirement within Spain. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Authorization from CEPSA/Moeve to access the CEPSA/Moeve Refinery pipeline that can deliver F76 to the DFSP Rota storage tanks must be included. This is not a request for competitive proposals. Other interested parties may submit a capability statement which shall be considered by the Government. The capability statement must include authorization from CEPSA/Moeve to supply this requirement. The deadline to respond to the sources sought notice is 1:00 PM, local Fort Belvoir time on November 6, 2025. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
