**INTERESTED PARTIES MUST REQUEST AUTOBID ACCOUNTS PRIOR TO THE ISSUANCE OF THE SOLICITATION IN ACCORDANCE WITH THE INSTRUCTIONS PROVIDED BELOW** The General Services Administration (GSA) is a mandatory source for motor vehicles under the Federal Property Management Regulation (FPMR) 101-26.501. GSA will issue a Request for Proposals (RFP) for the 2024 Star of Life Ambulances in accordance with Federal Vehicle Standards KKK-A-1822F to meet this requirement. GSA Vehicle Purchasing acquires an estimated 50,000 new model year, non-tactical vehicles for Federal Agencies and the Department of Defense (DoD) annually. Prospective offerors must meet the minimum requirements as cited in 2024 Federal Vehicle Standards KKK-A-1822F. The Federal Vehicle Standards are available at http://vehiclestd.fas.gsa.gov/. The contract type contemplated is a multiple-award Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (FFP/IDIQ) contract. The anticipated period of performance is sixty (60) months. It is not anticipated this acquisition will be Set-Aside for Small Business concerns, however all qualified Small Business concerns will be encouraged to submit offers. This acquisition will be classified under NAICS code 336211 � Motor Vehicle Body Manufacturing. The Small Business Size Standards can be found at https://www.sba.gov/document/support--table-size-standards. Anticipated Evaluation Factors are Price, Technical Capability, and Management Capability, with a lowest-priced, technically acceptable (LPTA) award method. Prospective Offerors: 1. Prospective offerors are required to obtain a username/password and indicate interested makes/models for GSA�s secure online proposal application (AutoBid) prior to issuance of this solicitation. A username and password is obtained by submitting the attached �Request for AutoBid Account� document, complete with all necessary information, to automotiveedi.partnerships@gsa.gov. AutoBid will NOT open for prospective offerors until the solicitation is issued. For additional information on the information to be required by AutoBid, please see the attached "AutoBid Vendor Instructions". Anticipated makes/models are included as part of this presolicitation notice. Please utilize this list when requesting interested makes/models. The models identified are not all-inclusive of those that meet the Federal Specification. Equivalent models that meet the minimum requirements may also be offered. The finalized Federal Specification will be included with the solicitation issuance. 2. AutoBid account information will be provided within ten (10) business days of your request. Please request username and password prior to the issuance of the solicitation to avoid delays. 3. Valid and current registration in the System for Award Management (SAM) system is required. Please visit https://www.sam.gov for more information. 4. The anticipated issue date of a DRAFT solicitation is October 3, 2023. AutoBid will not open until the solicitation is issued. The anticipated first AutoBid opening and issuance of the official solicitation will be on November 1, 2023, and close on December 1, 2023. The second AutoBid opening is anticipated to be on January 29, 2024, and closes on February 2, 2024. 5. GSA will hold a pre-solicitation conference for interested parties on October 3, 2023, and intends to hold a preproposal conference on November 9, 2023, after release of the solicitation to discuss instructions for proposal preparation and submission, key changes from previous acquisitions, and to address any questions related to the RFP terms and conditions. Specific instructions for submitting questions related to this acquisition will be included with the solicitation package. We encourage interested firms to register on the Interested Vendors List in SAM.gov under the solicitation number. All announcements or changes to the intended publication date, the solicitation, and any other information concerning this acquisition will be conveyed via the SAM.gov website. 7.
