TAN Firewater Upgrade Project

1. INTRODUCTION Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors for the upgrade and replacement of critical firewater infrastructure at Test Area North (TAN). This project is essential to ensure the continued operability and compliance of the fire suppression system across multiple TAN facilities. 2. BACKGROUND INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. The firewater systems at TAN have experienced degradation and equipment failures that compromise system reliability. The proposed upgrades are necessary to restore full functionality and meet safety standards. Work summary will include: � Pump Houses (TAN-614, 665 & 1612): o Remove and replace corroded piping o Replace fire sprinkler riser and spool piece o Add low-point drain to fire pump test header o Remove and reinstall one pump and associated piping o Install control valve at tank for system isolation o Add freeze protection to water supply � Tank Distribution (TAN-748 & 1749): o Replace distribution piping o Demolish and replace tank heater with all associated instrumentation, controls, piping, valving, conduit, and wiring � TAN-665 Fire Riser: o Remove existing fire riser and outdoor bell o Install new fire riser with gauges, waterflow switch, and main drain o Install new backflow preventer o Replace OS&Y valves and fittings with new valves and tampers o Install new horn strobe o Demolish and replace tank heater and all associated systems 3. PROCESS This EOI is the first step in identifying interested and qualified vendors. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration. 4. SUBMITTAL REQUIREMENTS Interested vendors should submit an Expression of Interest that includes the following: � Company name and point of contact � Description of relevant firewater system upgrade capabilities � NAICS codes and business size classification � Any existing DOE or federal contracting experience (if applicable) Deadline for submission: 07/01/2026 Submit to: Chase.Egbert@inl.gov Only select respondents, as determined by BEA, will receive an invitation to participate in the anticipated RFQ solicitation. 5.
