SOURCES SOUGHT NOTICE - A-E SURVEY AND MAPPING MATOCU.S. Army Corps of Engineers, Latin America and Caribbean District (CESAA)The purpose of this Sources Sought Notice is to conduct market research and gain knowledge of potential qualified firms, including Small Business, HUBZone, 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns. This is not a Request for Proposal and will be used to identify firms for the purpose of determining how the solicitation will be advertised. This Sources Sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Latin America and Caribbean District (CESAA), is planning work that will consist of surveying and mapping services to support planning, engineering design, construction, operations, and maintenance of civil works and military construction projects. Work will include, but is not limited to, topographic surveying, property/boundary surveys, construction surveys, photogrammetric and LiDAR mapping, and inland hydrographic surveying. The purpose of this proposed contract is to provide Architect-Engineer (A-E) surveying and mapping services for projects located within the geographic boundaries of Central America, South America, and the Caribbean, including the Commonwealth of Puerto Rico and the U.S. Virgin Islands. The anticipated contract will be a Multiple Award Task Order Contract (MATOC) structured as an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for a base period of one (1) year from date of award, with options to extend for four (4) additional one-year periods, not to exceed a total of five (5) years. The total estimated ceiling for the life of the contract, including all option periods, is 30,000,000.00 USD. The maximum order limit per individual task order is 5,000,000.00 USD. Responses to this announcement shall include a Statement of Capability (SOC) addressing the following: Corporate Capabilities and Experience: Describe the experience of the submitting firm in performing A-E surveying and mapping services within the Central America, South America, and Caribbean AOR, including any experience obtaining host-nation professional licenses and permits required to perform in those countries. Technical Capabilities: Identify the survey types the submitting firm can self-perform, including equipment and software used. The list of equipment should indicate ownership status for each piece of equipment. Key Personnel: Identify key personnel and their qualifications, including any language proficiency in Spanish, French, Dutch, or other languages spoken within the AOR. Past Performance: For each relevant project, provide the project title, location, general description of A-E services performed to demonstrate relevance to the requirements described herein, the role of the submitting firm, dollar value of the contract, period of performance, and the name of the company, agency, or government entity for which the work was performed, along with contact information (reference name, phone number, and email address).Teaming Arrangements: If applicable, identify proposed subcontractors or teaming partners, including any host-nation firms within the AOR, and describe their role and capabilities. NOTE: This Sources Sought Notice is issued solely for market research purposes to identify potential sources and does not constitute a solicitation. Responses to this notice will assist the Government in determining the appropriate acquisition strategy. No reimbursement will be made for any costs associated with providing information in response to this notice, and no contract will be awarded based on responses to this notice.
