Description

This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with the following vendor: Bio-Rad Laboratories. Acquisition Description: The National Institutes of Health, Office of Purchasing and Contracts on behalf of The National Institutes of Health (NIH), Clinical Center (CC), Center for Cellular Engineering (CCE) has a need to approve a purchase order of the 5-year service contract renewal for two sets of QX200 AutoDG ddPCR System for the continuation of the maintenance agreement to be provided for patient care testing. This is a five years of service contract coverage plan (Base year plus 4 option years, with 5 coverage periods from 01/23/2026 to 1/22/2031) for two sets of QX200 AutoDG ddPCR System (SN: 771BR3558/773BR1880 & 773BR2063/771BR4088), which are used to droplet digital PCR (ddPCR) VCN (vector copy number) detection on clinical cellular products lot release assays, and as well as the new protocol development to test our gene modification efficiencies, and QC our cell selection methods. This is a 5-year service contract in the amount of $151,494 with an annual rate of $30,298.80. The statutory authority for this sole source requirement is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-CC-26-000112) by 121:00 am eastern standard time on 12/18/2025 to: valerie.gregorio@nih.gov. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
