Description

The Naval Sea Systems Command (NAVSEA) intends to award a contract modification to increase the number of Hammerhead production units available under Contract No. N00024-21-C-6425. NAVSEA intends to issue the contract modification to General Dynamics Missions Systems, Inc. (GDMS). The modification will be issued using other than full and open competition pursuant to 10 U.S.C � 3204(a)(1) and as implemented by Federal Acquisition Regulation (FAR) 6.103-1. The Hammerhead is a moored-torpedo variant mine system that has the capability to detect, classify, and defeat Anti-Submarine Warfare (ASW) targets. GDMS was previously awarded the contract for the design, development and production of the Hammerhead system. The Government is in the process of obtaining a complete Technical Data Package for the Hammerhead system, with completion projected in FY26. The Government has a need for additional Hammerhead units to meet the Fleet�s operational requirements in FY27. GDMS is determined to be the only available source capable of fulfilling these requirements within the time required without undue delay. Interested parties may express their interest and capability in response to this notice. Parties may submit a capability statement detailing their technical expertise and ability to fulfill the requirements, which will be considered by NAVSEA. Responses to this notice must be received by 1500 EST on 28 March 2026. Responses shall be submitted via email to christopher.t.venturino.civ@us.navy.mil and cc lisa.c.wagaman.civ@us.navy.mil and reference the contract number. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. DISCLAIMER Respondents are advised that Booz Allen Hamilton, third party support contractors providing support to PMS 495 may assist the Government in its review of responses received under this notice and therefore may have access to the submitted material. These contractors have executed Non-Disclosure Agreements with the Department of Navy. Respondents shall provide notification on their cover page if the Respondent does not consent to the use of the aforementioned contractors. Unless otherwise stated by the Respondent, a submission received in response to this notice constitutes consent that the above-mentioned contractors may have access to all information provided in the Respondent�s submission. Unless otherwise stated by the Respondent, a submission received in response to this notice constitutes a Respondent�s consent for the Government to disclose all information provided in the Respondent�s submission to the above-mentioned third-party support contractors, for the purposes of the Trade Secrets Act.
