Notice of Justification for Exception to Fair Opportunity (JEFO) This notice provides the redacted Justification for Exception to Fair Opportunity (JEFO) supporting a bilateral extension to the following task order: Task Order: 47QFHA24D0005-47QFHA25F0004 Title: Personnel and Readiness Infrastructure Support Management (PRISM), Data Analytics and Artificial Intelligence (AI) Contractor: Booz Allen Hamilton (UEI: JCBMLGPE6Z71) Award Date: February 11, 2026 Total Task Order Value: $54,360,050.99 Agency: Department of Defense Organization: Office of the Under Secretary of Defense for Personnel and Readiness (OUSD(P&R)) This action was executed under the authority of Federal Acquisition Regulation (FAR) � Revolutionary FAR Overhaul (RFO) 16.505(b)(1), Urgent and Compelling Circumstances. The bilateral modification extends the task order period of performance from February 15, 2026, through February 14, 2027. The attached redacted JEFO documents the rationale for limiting fair opportunity among contract holders under the PRISM Multiple Award Task Order Contract (MATOC). All approval signatures have been redacted in the publicly posted version. The Government anticipates conducting a competitive action among PRISM MATOC contract holders for the follow-on requirement. The Contracting Officer responsible for this action is Forrest Hancock.
