Description

DRAFT Solicitation under the Enterprise Construction Management Support Multiple Award Contract (ECMS MAC) to provide enterprise-wide construction management support services to the Naval Facilities Engineering Systems Command (NAVFAC) Enterprise including all regional Facilities Engineering Commands (FECs), Echelon III Component Commands of NAVFAC Atlantic and NAVFAC Pacific, and their subordinate commands. The primary goal is to provide professional and technical services to ensure that construction, restoration, and modernization projects are completed on schedule, within budget, and to the highest standards of quality and safety. This is a DRAFT Solicitation to obtain Industry input. The information provided in this notice is subject to change and is not binding to the Government. This notice DOES NOT constitute a Request for Proposal (RFP) and is NOT a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. Industry review and feedback provided on the DRAFT Solicitation in its entirety is highly desirable and appreciated especially responses that highlight areas that may need clarity. Industry feedback will be considered and reflected in the Final Solicitation, if applicable. No phone calls will be accepted. All questions and comments regarding this DRAFT Solicitation are due via email to Contracting Officer, Shelly Torres and Contract Specialist, Melodie Koike, at NAVFAC_PAC_ACQ21_Box1@us.navy.mil no later than the 13 July 2026, 5:00 PM HST. Please reference solicitation number N62742-26-R-3601 in the subject line of all correspondence. Attached documents are the DRAFT Sections A-M, which include the Performance Work Statement and all Section J attachments. THE GOVERNMENT IS NOT REQUESTING PROPOSALS AT THIS TIME, AND INTERESTED PARTIES SHALL NOT SUBMIT PROPOSALS IN RESPONSE TO THE DRAFT SOLICITATION. THE GOVERNMENT WILL NOT EVALUATE ANY PROPOSALS RECEIVED IN RESPONSE TO THE DRAFT SOLICITATION.
