The purpose of this announcement is to provide the DRAFT Solicitation Elements for the 4.11.4 Special Communications Mission Solutions (SCMS), Deployed Mission Support (DMS) requirement, N00421-16-R-0073. DISCLAIMER: These are DRAFT Elements to obtain industry input/questions. The information provided in this notice is subject to change and is not binding on the Government. This notice DOES NOT constitute a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. Any information submitted by respondents is strictly voluntary. No basis for a claim against the Government shall arise as a result from a response to this announcement. It is not a requirement that industry provide a response to these DRAFT Elements in order to submit a proposal. The Naval Air Warfare Center Aircraft Division (NAWCAD) Special Communications Mission Solutions (SCMS) Division, located at St. Inigoes, MD, integrates, delivers, and sustains products for C5ISR systems. SCMS has technical authority over a number of C5ISR capabilities, including operation and maintenance support Outside Continental United States (OCONUS) to forward deployed mission support fielded systems. Anticipated, but not limited to, OCONUS locations are Central Command (CENTCOM) and Africa Command (AFRICOM) area of responsibility (AOR). To complete these systems, the SCMS Division maintains subject matter expertise in a broad range of technical and programmatic disciplines. The designated Government Project Lead (GPL) will be responsible for all Project Management and Systems Engineering aspects of the project and selects and leads the Integrated Project Team (IPT) for project completion. The GPL will utilize this contract to obtain the OCONUS deployed mission specific technical expertise and deliverables needed to complete each assigned project. The contractor shall provide technical, engineering, operations and maintenance support for forward deployed mission OCONUS fielded C-E equipment/systems and subsystems supporting OCONUS military units and operations. These services include legacy and current deployed mission C-E equipment/systems and subsystems and the rapid inspection, troubleshooting, verification, scheduled and non-scheduled maintenance and modification, integrated logistics support, configuration management, and training of those systems, subsystems, and components. The technical, engineering, operations and maintenance support services apply to all phases of the OCONUS systems life cycles. The nature of the work requires pre-deployment training, certifications and qualifications to rapidly support forward mission deployed forces, and the ability to rotate personnel in and out of OCONUS locations every 6 months. The Government anticipates the final solicitation being released within the next 30 days. Attached are draft elements for industry's review in preparation for the final solicitation. At this time, the Government is not seeking feedback. The Government will allow a timeframe for questions and answers when the final solicitation is released. The solicitation number is N00421-16-R-0073. The North American Industry Classification System (NAICS) code is 541330 with a small business size standard of $38,500,000.00. The Product Service Code (PSC) for this requirement is J058 - Maintenance, repair & rebuilding of equipment. This requirement is a follow-on procurement to contract N00421-16-C-0035, specifically for the Deployed Mission Systems Support. The incumbent is BAE Systems Technology Solutions & Services. Any resultant solicitation will be released on the Federal Business Opportunities (FEDBIZOPPS) website at https://www.fbo.gov/.
