Description

The Department of Veteran Affairs (VA) Strategic Acquisition Center (SAC) intends to negotiate with Psychological Assessment Resources (PAR), Inc, 16204 N. Florida Ave. Lute FL 33454,on a sole source basis pursuant to the Federal Acquisition Regulation (FAR) Subpart 13.5 under the authority of: 41 U.S.C. 1901, Simplified Acquisition Procedures to provide two psychological tests used by VA clinical practitioners from Veterans Healthcare Administration (VHA) Office of Mental Health. The purpose of this contract is to obtain psychological tests that are owned by the test publisher, to be integrated into the Department of Veteran Affairs (VA) Electronic Medical Record System psychological testing package. The materials required are intellectual property such as the test questions response choices and scoring algorithms. This allows VA to administer, score and interpret psychological tests on the Veterans Integrated System Technology Architect (VistA) System. All psychological tests covered by the license agreement are protected by copyright. The tests are administered online; patients complete the tests on computers, and then the results are scored and interpreted immediately. The questions and scoring information, which are copyright protected, must be stored in the VistA database. occurs within the VA psychological testing package. The Veterans Health Administration (VHA) medical staff approve certain psychological tests for use by clinical practitioners when exercising their medical judgment in treating patients. The Agency seeks permission to utilize the necessary intellectual property to program the tests and updates into its database for VHA psychological testing program. The tests list is as follows: Personality Assessment Inventory (PAI): The Personality Assessment Inventory is a comprehensive personality assessment tool. It is briefer than other comprehensive personality inventories and provides strong correspondence to a set of psychological constructs that are widely considered important in diagnosing and treating behavioral health issues. NEO Personality Inventory -3 (NEO PI-3: This test is based on the Five Factor Model of Personality, and provides feedback on individual characteristics and traits, organized around the five major personality factors of the model. It is considered an excellent test for comprehensive assessment of personality in a general, non-clinical population and can be very useful in guidance and developmental counseling settings. Parties may identify their interest, accompanied by supporting capability statement (to deliver all required assessments) to this office no later than November 14, 2025, at 10:00 am EST. Costs associated with preparation, submission, and follow-up information requests are the submitter s responsibility. The Government will not reimburse for any associated costs. If no responses are received or responses are reviewed and determined non-responsive, the Government will proceed with the sole source procurement.
