Description
The U.S. Army Corps of Engineers (USACE), New Orleans District is seeking sources for a project entitled West Shore Lake Pontchartrain (WSLP), Hurricane and Storm Damage Reduction Project located in St. John the Baptist, St. Charles, and St. James Parishes, Louisiana. This may be used to establish a pre-approved list of commercial borrow sources that could be included in a number of construction contracts associated with construction of the WSLP project. This sources-sought announcement is a tool to identify businesses with the capability to provide clay material that could be used for the construction for the West Shore Lake Pontchartrain Project. This is not a solicitation. Firms who respond to this announcement by submitting complete, accurate, and up-to-date information described in Appendix A would be reviewed for their capability of providing clay material for the WSLP Project. A) Name of firm with address, phone, and point of contact. B) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. C) All requirements listed in Appendix A � List of Commercial Borrow Source Requirements. All items listed in the Appendix are required to be submitted and to be current and updated within the last 12 months. Potential submitters are highly encouraged to submit their package as early as possible so the USACE team can begin evaluation and possibly provide any feedback prior to the closing date. ***26 OCT 2020 UPDATE*** - Feedback on submission provided prior to the sources sought close date of 11:00 CST 2 NOV 2020 will be forthcoming with a response period provided. D) CAGE Code and DUNS number. Submit this information to Margaret Maine at margaret.c.maine@usace.army.mil. Your response to this notice must be received on or before 11:00A.M. on Monday, November 2, 2020. To arrange to submit large files, send an email to margaret.c.maine@usace.army.mil requesting access to DoD SAFE. Please provide the name, phone number and email address of the person who will be uploading the documents to the DoD SAFE site. An email will be generated by DoD SAFE with a link to site to upload documents. Please make note, the link expires after 7 days. It is recommended that a link be requested when documents are ready to submit Summary Scope of Work: The purpose of this solicitation is to determine potential clay material sources that could be used for the WSLP Project. The total quantity of clay material needed is approximately 7,000,000 to 9,000,000 cubic yards. The construction contracts are currently scheduled to be awarded from the 4th quarter of 2020 through the 4th quarter of 2021. Construction for the WSLP project is scheduled to be complete by the end of 2023. If all documents described in Appendix A are provided, deemed to be acceptable, meet the requirements set by the Government, and meet all specified criteria, the contractor will be approved as a potential commercial borrow source for use by the WSLP project. Once the Sources Sought submittal period is over, all submittals meeting this criteria will be used to generate a list of pre-qualified commercial borrow sources. This list of pre-qualified commercial borrow sources could potentially be included in future levee construction solicitations for the WSLP project from which bidders are free to make selections. Inclusion on the pre-qualified commercial borrow sources list is not a guarantee of work as a subcontractor or source of material. Rather, it could qualify the clay borrow source to be considered by the bidder as a subcontractor or source of material.
