DISCLAIMER: This is a DRAFT Request for Offer (RFO) to obtain industry input, comments and questions. This DRAFT RFO is intended only for qualified businesses that currently hold a SeaPort - Next Generation (NxG) Multiple Award Contract (MAC). The information provided in this notice is subject to change and is not binding on the Government. This notice DOES NOT constitute the final RFO and is not a commitment by the Government to procure the subject services. No funds are available to pay for preparation of responses to this notification. Any information submitted by respondents is strictly voluntary. No basis for a claim against the Government shall arise as a result from a response to this announcement. The purpose of this announcement is to provide the DRAFT RFO as well as the attachments associated with the DRAFT RFO (Section J, Attachments) for the Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Ship & Air Integrated Warfare (SAIW) Division, Technical and Engineering Services (TES) procurement. Please review the DRAFT RFO along with the associated attachments and provide feedback. Specific comments on the DRAFT RFO are welcomed and should be emailed to both the Contract Specialist, Kellan Tarleton, at kellan.tarleton.civ@us.navy.mil and the Contracting Officer, Amy Davis, at amy.g.davis.civ@us.navy.mil. All responses shall include the following information: Company Name; Company Address; and Point of Contact (POC), phone number, and e-mail address. The subject line should read "N0042126R3006 TES RFO." The Government is not obligated to provide a response to the comments. However, the comments are Industry�s opportunity to highlight areas of the DRAFT RFO that may need clarity. Comments will be considered and may be reflected in the final RFO, if applicable. No phone calls will be accepted. Program Background: As the organic Lead Systems Integrator� (oLSI�) for the Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF) operates under a product-based business model whereby NAWCAD WOLF civilians lead and manage the execution of the requirements with combined Government-Industry teams. Using this oLSI� approach, the Government maintains control of intellectual property and data rights, enabling WOLF to rapidly adapt solutions to the dynamic needs of the warfighter. The NAWCAD WOLF Ship & Air Integrated Warfare (SAIW) Division, operating under the oLSI� model, provides technical and engineering services to support the advanced research and development, systems engineering, and life cycle support of electronics, communications, and information systems in response to tasking from the Department of War (DoW) and other U.S. Government organizations. These projects directly support multiple major defense acquisition programs, other acquisition category designations, and other defense weapons systems to include, but not be limited to, Command, Control, Communications, Computers, Combat Systems, Cyber, Intelligence, Surveillance, and Reconnaissance (C6ISR) systems, subsystems, and components of strategic and tactical airborne, land-based, mobile, sea-based surface, and sub-surface platforms. The Government requests all inputs, comments and questions to be submitted via email by 21 May 2026.
