Note: This notice ID 89303026NEI000093/Notice of Intent to Issue a Sole Source Award to Criterion Research, LLC is the same as notice ID 89303026NEI000093/Notice of Intent/Criterion Research, LLC. posted on Mar 20, 2026, 10:12 AM EDT. This notice adds the below description that was inadvertently left off from the first notice. The U.S. Department of Energy (DOE), Energy Information Administration (EIA), intends to issue a sole source award utilizing Simplified Acquisition Procedures under the authority of FAR Part 13.5, Test Program for Certain Commercial Items, to Criterion Research LLC. This acquisition is for commercial services where it has been determined that Criterion Research LLC is the only responsible source capable of meeting the agency's requirements. The EIA requires subscription services for access to specialized energy market data, advanced analytical platforms, and essential technical support from Criterion Research LLC. These services include Strategic Intelligence (SI) for daily natural gas fundamental reporting via a proprietary platform, Direct Data Access (DDA) for real-time and historical data via Snowflake data-sharing, a Mapping Analytics Platform (MAP) for geospatial natural gas data intelligence, and an API Publication License for derived data on public-facing pages. The estimated performance period of this award shall be up to 66 months (5.5 years), which includes a 12-month base period and up to four, 12-month option years, and a six-month extension option. This notice of intent is for information purposes only and not a solicitation or request for quotes. All responsible sources eligible to meet this requirement must respond in writing by the closing date of this notice. The written response must be supported with strong and convincing evidence that clearly articulate the company's ability to satisfy the Government�s requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses that demonstrate comparable capability are received by the notice due date and time, then a sole source acquisition award will be made. Responses to this notice must be sent to janette.carter@hq.doe.gov and hind.kanine@hq.doe.gov. A determination by the Government not to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
