Description
Combined Solicitation & Notice of Intent This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate, written solicitation will not be issued [RFO12.202(b)(1)]. (i) AFTC/PZZG intends to negotiate on a Sole Source basis with Quality Research, Development & Consulting, Inc. for the procurement of a REAL (Reusable Energy Absorbing Layer) and RUSB (Reusable Universal Skid Board) system (See Redacted Sole Source Justification attached). This is a combined synopsis/solicitation for commercial products prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number FA930226Q0078 is issued as a request for quotation (RFQ) for a REAL (Reusable Energy Absorbing Layer) and RUSB (Reusable Universal Skid Board) system. This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. (ii) The required items are: QTY 5, 4242S100BSbBbTbBe, CDS4242S100BSbBnTbBeH = 9, REAL06M12 + 6 REAL23M126 + 1 REAL04M06 + RUSB03 1" black + RUSB07 0.5" white Base board + RUSB06 0.25" white top board + Belt QTY 5, 4Handles, Set of 4 handles to handle RUSB QTY 5, Shipping (iii) This is a sole source requirement. See attached redacted Sole Source Justification. (iv) FOB Destination. Delivery shall be made in 90 Days ARO to 110 South Wolfe Ave., Edwards AFB, CA 93524 (v) See attached SF1449 for a list of solicitation provisions that apply to the acquisition. (vi) See attached SF1449 for a list of contract clauses that apply to this acquisition. Response times. This letter does not constitute a change order, nor does it grant permission to begin work on the proposed requirements. It is requested that your proposal be submitted as soon as practical, but no later than July 16, 2026 @ 12:00 PM PDT to allow for analysis and processing. NOTICE OF INTENT TO SOLE SOURCE Justification The REAL RUSB (Reusable Energy Absorbing Layer / Reusable Universal Skid Board System) is a proprietary system and sole source manufactured to meet the needs of military airdrop operations. This system is the only type system allowed for use by the Air National Guard- Air Force Reserve Command test Center (AATC) and approved for implementation in the TM4-48.03/MCRP-4-10.3C/TO 13C7-1-11. The system replaces the current one-time use honeycomb energy dissipating pads and legacy plywood skid board. When utilized, REAL/RUSB systems will also reduce the overall aircrew training costs and increase manpower productivity. Scope of Work REAL and RUSB System by QRDC, Inc. with 4Handles and Shipping. Market Research Market research was conducted to validate the sole-source nature of this requirement. A Sources Sought Synopsis was published on SAM.gov from 17 June 2026 through 24 June 2026; the posting yielded zero (0) responses from industry. Subsequently, on 29 June 2026, the Contracting Activity obtained written confirmation from QRDC, Inc., identifying themselves as the sole manufacturer and provider of the required items. Furthermore, QRDC, Inc. certified that they maintain no authorized third-party resellers either domestically or internationally. Instructions to Interested Parties This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
