Description
PRE-SOLICITATION NOTICE: The Great Lakes Acquisition Center Southern Tier Construction Team has a need for a Multiple Award Task Order Contract (MATOC) for construction. The Southern Tier consists of four (4) locations: Captain James A. Lovell Federal Health Care Center 3001 Green Bay Road North Chicago, IL 60064 Jesse Brown VA Medical Center 820 S. Damen Ave Chicago, L 60612 Edward Hines Jr. VA Hospital 5000 5th Ave Hines, IL 60141 VA Illiana Health Care System 1900 E. Main St Danville, IL 61832 The VA intends to award multiple Indefinite-Deliver Indefinite-Quantity (IDIQ) contracts for maintenance, repair, alteration, and new construction services with task orders ranging in value from $2,000 to $5,000,000. The maximum net value of all task orders and modifications issued under this MATOC shall not exceed $120 Million. The net aggregate value for all task orders and modifications issued against the MATOC shall not exceed $120 Million. The MATOC will include a five (5) year ordering period from the date of award. The facilities covered by the resultant contracts are located Captain James A. Lovell Federal Health Care Center, Jesse Brown VA Medical Center, Edward Hines Jr. VA Hospital, and VA Illiana Health Care System. The VA anticipates a minimum of two (2) IDIQ contract awards, and shall reserve the right to make additional IDIQ awards. The primary purpose/work to be ordered under this contract is general construction (NAICS 236220), but may include work incidental to the overall construction work, such as carpentry; asphalt and concrete paving; roofing; excavation; interior renovation; carpet, window, door installation; mechanical; electrical; plumbing; painting and stucco; demolition; masonry; fire protection; telecommunications; HVAC; and other construction-related work. As requirements are defined, task order solicitations will be competitively issued to all selected MATOC contractors. All selected MATOC contractors will be given an opportunity to bid or propose on any task order. The NAICS code for this procurement is 236220 with a size standard of $36.5 Million Dollars. The construction range for the seed project is between $100,000 and $250,000. Contractors will be required under the contract to have a minimum bonding capacity of $2,000,000 for the life of the contract. This acquisition shall be 100% set-aside for Service-Disabled Veteran-Owned Small Business (SBVOSB) concerns per the authority of 38 U.S.C. 8127 (Public Law 109-461). In accordance with VAAR 819.7003(b), at the time of submission of proposal, the offeror must represent that is a SDVOSB concern, a small business concern under the NAICS code assigned to the acquisition, and is CVE verified for eligibility in the VIP database. This Pre-Solicitation notice is NOT a request for proposals or submittals of any kind. The VA plans to issue the official solicitation 36C25218R0105 on or about 5/1/2018. The solicitation will be posted to https://www.fbo.gov.
