Description

This contract action was not awarded competitively. It was issued on a sole source basis to the Shangri-La Hotel, Singapore, under the authority of FAR 13.106-1(b)(1), as it was the only facility that could meet the unique security and logistical requirements of the U.S. Secret Service protective mission. Due to host nation restrictions, operational urgency, and the need to house all personnel in a single secure location, no other hotel was deemed suitable or available during the required period. The contract is firm-fixed-price, and the cost was determined to be fair and reasonable based on market conditions and State Department per diem comparisons.
