Amendment 0003: The purpose of this amendment is to extend solicitation due date and answer vendor questions. Amendment 0002: The purpose of this amendment is to answer vendors' questions. Please see attachement Solicitation Amendment W15QKN26RA0560002 SF 30. Hazard Surveys are not a part of this amendment, to the best of our knowledge, there is no asbestus within the building. Project Title: Full Window Replacement, Building 674, Devens Reserve Forces Training Area (RFTA) Notice Type: Solicitation Notice 1. General Information Product Service Code (PSC): Z2AZ � Maintenance, Repair, or Alteration of Other Residential Buildings NAICS Code: 238350 � Finish Carpentry Contractors Small Business Size Standard: $19.5 Million Set-Aside Status: 100% Set-Aside for Small Business Concerns (pursuant to FAR 19.502-2) Contract Type: Single, Firm-Fixed-Price (FFP) Construction Contract Period of Performance (PoP): Exactly 365 calendar days from receipt of the written Notice to Proceed (NTP) Place of Performance: Building 674, Devens Reserve Forces Training Area (RFTA), 30 Quebec Street, Devens, MA 01434 2. Detailed Requirement Description & Scope of Work The Contractor shall provide all plant, labor, supervision, materials, equipment, tools, and transportation necessary to complete a full window replacement at Building 674, Devens RFTA, MA. Core Project Requirements: Demolition & Prep: Complete removal of all existing windows at Building 674 in strict accordance with SOW Section 02 41 00 (Demolition), ensuring rubbish and debris are removed from Government property daily. Window Installation: Supply, deliver, and install approximately 282 vinyl, single-hung, dual-pane, low-E insulated replacement windows with a dark bronze finish, 3-1/4-inch depth, and 7/8-inch insulated glass with Argon gas filling. Ancillary Work: Provide and install all associated flashing, sealants, shims, trim, and insect screens for each operable window to form a completely weather-tight joint. Environmental Controls: Strict adherence to Section 01 57 20 (Environmental Protection) is required, including hazardous waste minimization, proper solid waste/chemical disposal, and immediate spill/release reporting to the Devens DPW Environmental Specialist. Important Site Inconsistency Clarification: SOW/PWS Section 1.1 contains a clerical error referencing window removals in "Buildings 646 and 653." Offerors are formally notified that this requirement is restricted solely to Building 674. Any references to other buildings in the attachments are declared null, void, and completely overridden. 3. Site Visit & Access Control Procedures A site visit is highly encouraged to perform dimensional verifications. Failure to inspect the site will not constitute grounds for post-award claims for differing site conditions or dimensional errors. Proposals shall consist of two (2) separate volumes: Volume I � Technical Proposal (15-Page Limit, Searchable PDF): PWS Understanding & Execution Plan: A detailed technical narrative outlining the step-by-step approach to window removal, hazardous waste environmental controls (complying with SOW Section 01 57 20), surface patching, and window installation. Subcontractor Identification: If utilizing subcontractors, identify companies, percentage of work to be performed, and verify compliance with FAR 52.219-14 (Limitations on Subcontracting). Volume II � Price Proposal (No Page Limit): Standard Form (SF) 1442: Signed and fully completed (Blocks 14, 15, 16, 20a, 20b, and 20c). Attachment 0003 � Contractor Cost Breakdown Form: Fully completed line-item pricing detailing labor categories (complying with Davis-Bacon Wage Determination MA20260001 for Middlesex County, MA), equipment, material quantities, and separately identified Overhead/G&A and Profit rates. Note that the cost breakdown template is provided as an intentionally blank sheet to support performance-based proposals. CLIN Pricing: FFP CLIN 0001 (Full Window Replacement) and FFP CLIN 0002 (BOND � reimbursement of actual bond premiums). Bid Guarantee: Documentation of a Bid Bond in the amount of 20% of the bid price or $3 Million, whichever is less, in accordance with FAR 52.228-1. 5. Key Terms & Evaluation Criteria Source Selection Process: Lowest Price, Technically Acceptable (LPTA) source selection process (FAR 52.212-2). Performance and Payment Bonds: The successful awardee must furnish a Performance Bond (SF 25) and a Payment Bond (SF 25A) equal to 100% of the contract price within ten (10) calendar days after contract award (FAR 52.228-15). Liquidated Damages: $275.00 per calendar day of delay (FAR 52.211-12). Wage Determination: Davis-Bacon Act Wage Determination General Decision Number MA20260001, updated May 18, 2026, applies. 6.
