SPECIAL NOTICE: Pre-RFP Site Visit for Upcoming Requirements at Incirlik Air Base GENERAL: The U.S. Government will host a site visit for Incirlik Air Base service requirements, to include Dining Facility Operations, Golf Course Maintenance, Custodial Services, and Grounds Maintenance Services. This notice contains details for this event. Interested vendors must follow registration instructions provided. Due to the bilateral agreement between the Turkish and U.S. Governments, the Defense and Economic Cooperation Agreement (DECA) � U.S. Interests and Turkish Needs dated August 1982, only proposals from local (Turkish national) firms will be evaluated. As such, this site visit is only offered to local Turkish vendors. This is not an RFP. The Government is not liable for any costs incurred by attendees. SITE VISIT DETAILS: Arrival Date: Between April 13-17, 2026 (Exact date to be determined.) Time: 9:00 AM to 4:30 PM UTC+3 (Arrive 90 minutes prior for processing) Meeting Point: Bldg 485, Incirlik AB Required ID: All attendees must present the same valid, government-issued photo ID that was submitted with their registration. Names must match exactly. REGISTRATION INSTRUCTIONS: Failure to complete these steps by the deadline will result in deinal of base access. STEP ONE: Submit registration via e-mail to Primary and Secondary POCs listed below no later than March 13, 2026, 8:00AM UTC+3. Subject Line: Incirlik AB Site Visit Registration: [Your Company Name] STEP TWO: Provide attendee information (maximum 2 per company) and number of vehicles For each representative, include the following in the body of your e-mail: Full name Company name and attendee title Citizenship/residency Address Date and place of birth E-mail address and phone number Scanned copy of Passport/ID Card (must be a valid, government-issued photo ID) For each vehicle, provide the following: Make and model Year of manufacture Capacity and type License number Insurance policy number Vendors who already hold base access do not need to submit the above information to the below POCs. Please notify the POCs of your intent to participate in the site visit and provide personnel and company name. RULES AND RESTRICTIONS: Photography/Videography: Photography and videography are strictly prohibited unless specifically authorized by the on-site Contracting Officer. Electronic Devices: The use of personal electronic devices, including cell phones, laptops, and smartwatches may be restricted in certain areas. Questions: Questions may be submitted in writing prior to the site visit or asked during the designated question-and-answer portion of the tour. All questions and official answers will be posted on SAM.gov as an amendment to this notice.
