This is not a solicitation for proposals, proposal abstracts, or quotations.*** The U.S. Government, on behalf of the U.S. Army Corps of Engineers (USACE) - Rock Island District, is conducting market research to identify qualified and interested businesses capable of providing paint, blasting media, and related materials in support of the Mississippi River Project Office (MRPO) located in Pleasant Valley, IA, in an ongoing capacity for up to five years. It intends to award agreements to multiple vendors via BPA or BOA master agreements as a result of the anticipated solicitation. The purpose of this notice is to determine the availability of vendors within a 90-mile driving distance of the project office, to identify potential small business sources, and to gauge industry interest in a long-term pricing agreement. The information received will be used to determine the appropriate acquisition strategy* for a forthcoming procurement, and contract vehicle type, which may result in either a Blanket Purchase Agreement (BPA) or a Basic Ordering Agreement (BOA). *The results of this sources sought will determine whether a small business set aside is feasible or not. Background MRPO Navigation Maintenance supports all other districts on the Mississippi River, so all locks and dams are included in the scope of this requirement. MRPO has a recurring need for various types of paint, coatings, thinners, and abrasive blasting media to support maintenance and repair projects at all locks and Dams along the Mississippi River. The Government intends to establish a streamlined ordering mechanism, potentially a five-year Blanket Purchase Agreement (BPA) or Basic Ordering Agreement (BOA), to facilitate the procurement of these supplies. The primary user of this agreement will be the project office located at 25549 182nd Street, Pleasant Valley, IA 52767. Requirement Description The Government requires a source for various industrial coatings and related materials. All supplies must conform to the specifications detailed in the attached Master Statement of Work (SOW). The scope includes, but is not limited to: Epoxy, polyurethane, and zinc-rich paints (primers, intermediate, and topcoats) Abrasive media for paint removal and surface preparation Associated thinners and solvents All materials must be manufactured in the United States and require a Certificate of Conformance upon delivery. A full list of required items and detailed specifications is provided in the attached Master Statement of Work (SOW). Submission Requirements for Capability Statement Interested parties who believe they have the capability to provide these supplies are invited to submit a capability statement. The statement should be no more than should be no more than five (5) pages and must, at a minimum, address the following six questions: Technical Capability: Does your company have the capability to provide any of the specific items listed in paragraph 4 of the attached Master Statement of Work (SOW), compliant with all referenced specifications? Geographic Proximity & Delivery: Please state the full address of your facility. Confirm if this location is within a 90 -mile driving distance of the project office located at 25549 182nd Street, Pleasant Valley, IA 52767. Additionally, confirm your ability to meet the delivery requirements as specified in the SOW. Business Size & Status: The NAICS code for this requirement is 325510 (Paint and Coating Manufacturing), with a corresponding small business size standard of 1,000 employees. Please state your company's business size (Small or Other Than Small) under this NAICS code. Also, please list any applicable socioeconomic categories (e.g., Woman-Owned Small Business, Service-Disabled Veteran-Owned Small Business, etc.). Compliance & Conformance: Confirm your company's ability to provide all required Product Data Sheets (PDS) and Certificates of Conformance (CoC) for all items, as stated in the SOW. Pricing Agreement: Please confirm your company's willingness to enter into a five-year Blanket Purchase Agreement (BPA). As a condition of a BPA under FAR Part 13.3, the Government seeks discounts from a vendor's established commercial catalog or market prices. Confirm your willingness to provide such discounted pricing for each one-year ordering period (with price escalation considered annually). General Statement of Capability: Please provide a brief narrative explaining your company's capability to meet the overall requirements of the Master SOW.
