NOTICE OF INTENT TO CONSOLIDATE CONTRACT REQUIREMENTS 1. INTRODUCTION This is a Special Notice of Intent to Consolidate contract requirements. This notice is issued for informational and planning purposes only in accordance with the Revolutionary FAR Overhaul (RFO) FAR 7.107-3(b), "Notification to the public." THIS IS NOT A SOLICITATION FOR OFFERS/PROPOSALS/QUOTES AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. No proposals or quotes are being requested or accepted with this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. 2. NOTIFICATION OF CONSOLIDATION Pursuant to RFO FAR 7.107-3(b)(1), the Defense Health Agency (DHA) Contracting Activity (CA), hereby provides public notification that the Senior Procurement Executive (SPE) has formally determined that the consolidation of contract requirements for clinical chemistry analyzer requirements for twenty-four (24) military treatment facilities (MTFs) within the DHACA Healthcare Contracting Division - West (HCD-W) area of responsibility (AOR) into two (2) to three (3)* consolidated single-award delivery orders utilizing the Department of Veterans Affairs (VA) Federal Supply Schedule (FSS) Group 66, Part III (66-III) contracts under category 605-1A for high maintenance/complexity clinical chemistry analyzers is necessary and justified. The delivery orders will be consolidated based on MTF requirements as follows: � MTFs requiring wet chemistry analyzers with automation � MTFs requiring wet chemistry analyzers without automation � MTFs requiring dry chemistry analyzers * Note: The wet chemistry analyzer requirements will be procured under a single solicitation. After evaluation of the quotes received, a best value determination will be made to determine if it is in the Government�s best interest to award a single delivery order for wet chemistry analyzers (with both automation and without automation) when the awardee is the same vendor or to award two (2) separate delivery orders for wet chemistry analyzers (one (1) with automation and one (1) without automation) when the awardees are two different vendors. 3. JUSTIFICATION & ANTICIPATED BENEFITS See attached approved Determination & Findings (D&F) Consolidation of Requirements document for detailed justification and anticipated benefits of this consolidated acquisition approach. 4. SMALL BUSINESS INCLUSION DHA is committed to maximizing small business participation. The result of the extensive market research conducted is documented in the attached D&F document, which determines that there are no small businesses performing on any of the clinical chemistry analyzer contract actions covering the MTFs within the AOR. 5. UPCOMING SOLICITATION The anticipated solicitation number is HT941026Q2031 and will be posted on GSA eBuy. The Government anticipates releasing the official solicitation for this consolidated requirement on or about 6 May 2026. The approved D&F document justifying this consolidation will be published concurrently with the solicitation as required by RFO FAR 7.107-3(b)(2). 6.
