Description
Notice of Intent to Award a Sole-Source Contract to TCS Inc. for Servo Motors 1. Action This is a notice of intent to award a sole-source contract; it is not a request for competitive proposals. The 520th Software Engineering Squadron (SWES), supporting its Telemetry Antenna Control (TAC) program, intends to solicit and negotiate a firm-fixed-price contract exclusively with TCS Inc. 2. Requirement The Government requires the following item, for which it does not possess the necessary manufacturing data or specifications: Description: Servo Motor, 400/480 VAC Part Number: 303661-31 3. Authority and Justification The statutory authority permitting this action is FAR 13.106-1(B) (1) "Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)". Kollmorgen is the Original Equipment Manufacturer (OEM) of the required servo motors and TCS Inc. is the only authorized vendor for the motors. The Government does not possess the technical data package or intellectual property rights required to have this item manufactured by any other source. A new source would require significant time and investment to reverse-engineer, test, and receive source approval, which would result in unacceptable delays to the program. 4. Submission of Information All responsible sources may identify their interest and submit a capability statement in response to this notice. All responses received within five (5) business days of this notice's publication will be considered by the Government. Your response must demonstrate the capability to provide the exact part number listed above. 5. Disclaimer A determination by the Government not to compete with this proposed contract based on responses to this notice is solely within the discretion of the Government. The award will not be delayed for the purpose of evaluating new sources or pending source approval.
