EO-14398, MACA-REPLACE AND EXPAND SAND CAVE TRAIL:PRE-SOLICITATION NOTICE National Park Service (NPS) Southeast Region � North MABO Solicitation No.: 140P5326R0012 TITLE: Reconstruct the Sand Cave Boardwalk and Associated Pedestrian Facilities � Mammoth Cave National Park, Kentucky 1. PURPOSE OF NOTICE This is a Pre-Solicitation Notice only. No proposals or pricing are being requested at this time. The National Park Service (NPS), Southeast Region, intends to issue a Request for Proposal (RFP) for construction services to reconstruct pedestrian facilities at Mammoth Cave National Park. 2. PROJECT DESCRIPTION The Government intends to issue a solicitation for the reconstruction of the Sand Cave Boardwalk and associated pedestrian infrastructure at Mammoth Cave National Park, Kentucky. Work includes, but is not limited to: � Demolition of existing site features � Installation of new at-grade concrete trail � Construction of boardwalks and overlooks � Associated site work as shown in project drawings and specifications � All work shall comply with Attachment 1 � NPS MACA Project Specifications (dated 1/21/2026) and Attachment 2 � Project Drawings, to be issued with the formal solicitation. 3. PROCUREMENT METHOD � Solicitation Type: Request for Proposal (RFP) � Acquisition Method: Lowest Price Technically Acceptable (LPTA) � Contract Type: Firm-Fixed-Price (FFP) � Set-Aside: 100% Total Small Business Set-Aside 4. PLACE OF PERFORMANCE Sand Cave Trailhead and the Mammoth Cave National Park entrance sign on Old Mammoth Cave Road. 5. PERIOD OF PERFORMANCE The anticipated performance period is: 180 calendar days from Notice to Proceed (NTP). 6. TENTATIVE DATES The following dates are subject to change and will be finalized in the formal RFP: � Anticipated Solicitation Release: On or about 07/13/2026 � Estimated Proposal Due Date: 30 days after solicitation issuance � Sie Visit: Will be identified in Section L of the solicitation (mandatory or optional 7. NAICS CODE The anticipated NAICS code will be 237310Highway, Street, and Bridge Construction $45 and PSC Z2LB REPAIR OR ALTERATION OF HIGHWAYS/ROADS/STREETS/BRI. 8. ADDITIONAL REQUIREMENTS (To Appear in RFP) The forthcoming solicitation will require: � Completed SF-1442 � Firm-Fixed-Price proposal for all CLINs � Construction schedule demonstrating ability to complete within 180 days � Attachment 5 � LPTA Technical Acceptability Submission (PASS/FAIL) � Past performance references 9.
