Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 20270PR260001476 is issued as a request for quotation (RFQ) for Helicopter Maintenance Services. The NAICS Code is 488190. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. USCG Air Station Kodiak, Kodiak, AK, has a requirement for Helicopter Maintenance Services (HMS) in accordance with the attached Performance Work Statement (PWS). Contract award will be made with a SF 1449 form (not included in this solicitaton). Section II - Continuation of SF 1449, Solicitation Provisions, Contract Clauses, and Evaluation Criteria are attached in the document titled "Solicitation Attachment.20260709." A site visit will be held at Air Station Kodiak, Kodiak, Alaska, on 22 Jul 2026. Attendance at this site visit is recommended; however, attendance is neither required nor a prerequisite for quote submission and will not be considered in the evaluation. Offerors, individuals, or interested parties who plan to attend the site visit must provide the Contracting Specialist (robbin.m.kessler@uscg.mil), the full name of the attendee(s) in writing by 15 Jul 2026. Personally Identifiable Information (PII) will be collected via a telephone call initiated by the Contract Specialist after receipt of email with attendee names. Foreign Nationals will not be allowed to attend this site visit. All contractual and technical questions must be in writing. Questions must be received by 24 Jul 2026, at 1:00 p.m. Alaska time, to Robbin Kessler at robbin.m.kessler@uscg.mil. Please submit questions using the Excel template provided. Telephone questions will not be accepted. Responses to questions received will be posted to SAM via a solicitation amendment. Quotes are due by 14 Aug 2026, at 1:00 p.m., Alaska time, to Robbin Kessler at robbin.m.kessler@uscg.mil to be considered for award. If it is in the best interest of the government, quotes submitted after the due date may be accepted. Quotes shall remain valid for 30 days unless otherwise expressly stated on the quote. Quotes shall list two points of contract for the offeror, including name, phone number, and email address.
