TSA reserves the right to answer questions received if the question is determined significant enough to warrant a response. Note to industry, TSA is still reviewing requests submitted for access to the VRR, interested parties will be notified of approval/denial of access as soon as possible. Project Title: Technology for Applications, Logistics, Operations, and Networks (TALON) This notice is not a solicitation for proposals, abstracts, bids, or quotations, nor does it guarantee a future solicitation. The purpose of this notice is to: Provide instructions to request access to Virtually Reading Room (VRR) - Updated 12/19/25 Gather feedback on Draft evaluation criteria Respondents should not include proprietary, classified, confidential, or sensitive information in their responses unless appropriately marked. The Government reserves the right to use any non-proprietary technical information received in response to this Notice in any resultant solicitation(s). Do Not Submit any Proposals / Offers / Quotes in response to this Notice. If a formal RFQ/RFP is released, its contents may differ from the information contained in this announcement. This announcement does not constitute a commitment by the government to issue an RFQ/RFP, contract, or order. The government will not pay for any effort expended or any material provided in response to this announcement, nor will the government return any data provided. At a summary level, the TSA has interest in and is seeking information regarding the capability of firms who can provide services to acquire robust and scalable IT support services for TSA. These services will advance TSA IT�s strategic mission goals to modernize IT operations, enhance service delivery, and strengthen the agency�s ability to meet evolving challenges. The Blanket Purchase Agreement (BPA) will enable TSA to leverage innovative technologies, improve decision-making through data analytics, and enhance customer experience. The TSA anticipates issuing a Single Award BPA under GSA Federal Supply Schedule (FSS) Information Technology Category Schedule for a period of up to five (5) years to satisfy TSA TALON requirements. TSA's Contracting Officer has determined that this effort may result in actual or potential conflicts of interest with other TSA procurements. Final determinations will be disclosed as they are made. This notice includes instructions to request access to the TSA Virtual Reading Room (VRR). See attached documents for more information. The VRR will contain documents pertinent to the solicitation, including Sensitive Security Information (SSI). Access will be restricted to TSA-approved vendors and individuals. Request for VRR access is due by January 23, 2026, at 8:00 AM EST. Late submissions will not be accepted unless determined by the Government. TSA does not intend to respond to all submissions or inquiries related to this notice. No information will be provided over the phone.
