Description
Procurement: Pilotage Services at Kin-Nakagusuku Bay and Naha Port, Okinawa, Japan. for Commander Fleet Activities Okinawa (CFAO) and Military Sealift Command (MSC) Okinawa Requirement Location: Okinawa, Japan Projected Period of Performance: One 60-month (5-year) base period, from 1Jan 2026 (or award date) with one 6-month option period. Planned RFQ Issue Date: 17 October 2025 This is a synopsis of pre-solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The North American Industry Classification Systems (NAICS) code is 488330 Navigational Services to Shipping. This is a competitive, unrestricted action among sources duly authorized to operate and do business in JAPAN. Pilot license issued from Minister of Land, Infrastructure, Transport and Tourism is required to submit as a part of solicitation package. The Government anticipates award of a firm-fixed-Price indefinite-delivery requirements type contract to a single Contractor that meets solicitation requirements. Evaluation may be based on a combination of price and past performance information using trade-off method as detailed in the upcoming solicitation. This is not a solicitation, and the Government is not seeking price information at this time. A request for quote (RFQ) will be issued on or about 17 Oct 2025 on SAM.gov. Please find attached the draft Performance Work Statent, and draft schedule of rates for your review.
