Description

This is an intent to sole source award notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. This announcement constitutes the only notice of intent to sole source and synopsis of proposed action. No solicitation will be issued. The Department of Veterans Affairs, VHA, Network Contracting Officer (NCO) 21 intends to award a sole source contract to Martin AIJS, LLC, for laser Etching and Data entry/editing services will provide a surgical asset marking service offering laser, electrochemical and other markings services to keep SPS in complete control of the facilities surgical inventory and allow SPS to track to the instrument level, through CensiTrac, the facilities surgical asset management system. The proposed contract will start September 17, 2026, through September 25, 2026. The North American Industrial Classification System (NAICS) code for this procurement is 332812 - Product of Service Code for this requirement is R499. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED. Interested parties may identify their interest and capability to respond to the requirement by 10:00 AM PST June 12th, 2026, via email to Lydia.anderson@va.gov. No telephone calls will be accepted or entertained. No exceptions. All responses must be received by the closing date specified herein. Late submissions will not be considered by the Government. Any response to this notice must show clear and convincing evidence that the responding company can provide the same services by the required date. However, a determination by the Government to not compete is solely within the discretion of the Government. (SPS) GENERAL SPECIFICATIONS FOR PURCHASE OF MARTIN AIJS, LLC SERVICES AND DATA ENTRY/EDITING SERVICES FOR STERILE PROCESSING SERVICES Background Currently, there is an instrument tracking system in Sterile Processing Services (SPS). This tracking system is an electronic tracking and data management system for surgical instruments. The purpose of this web-based application is to provide information on the history and utilization of surgical instruments. Project Scope Martin AIJS, LLC via their Laser Etching and Data entry/editing services will provide a surgical asset marking service offering laser, electrochemical and other markings services to keep SPS in complete control of the facilities surgical inventory and allow SPS to track to the instrument level, through CensiTrac, the facilities surgical asset management system. This initial service will provide marking for surgical instrumentation. Specifications The SF VAMC & Martin AIJS, LLC service specifications are designed to outline all the SF VAMC SPS requirements. These requirements will be provided by the Contracting Officer Representative (COR) before final approval. The marking service system must include the following: On site instrumentation marking via Martin AIJS, LLC provided individuals and resources. Minimum of 3 staff per day with a maximum of 5 staff, with a PIV card. Certified to operate a Class 1 Laser. Data entry/editing standardizes vendors, catalog numbers, substitutes, and maintenance requirements within the SPS CensiTrac system. FY 2026 completion within 30 days from start date. Workday will consist of 8hrs. each day with a 5-day work week. A total of 20,000 instruments marked and serviced (tape removal) in total, with a minimum of 800 instruments per day. Will not access VA sensitive information. The C&A requirements do not apply, and that a Security Accreditation Package is not required. Service Location: San Francisco VAMC (SPS) 4150 Clement Street San Francisco, CA 94121 Delivery Requirements: The Vendor shall notify the COR to plan the service date. This notification shall be provided at least one month prior to the vendor-anticipated service date. The Vendor shall plan and coordinate with the COR, SPS, and Logistics.
