Description
As of 26 March 2026: the advance notice has been corrected to indicate that this contract doesn�t include the purchase of wetland mitigation credits. ADVANCE NOTICE: Port Monmouth Phase II, Contract 1 Mitigation, New Jersey Design and construction of the Port Monmouth Phase II, Contract 1 Mitigation project in Middletown Township, Monmouth County, New Jersey. This notice is for informational and planning purposes only and does not constitute a solicitation for bids or proposals. PROJECT DESCRIPTION The Port Monmouth project includes shore protection components (Phase 1) as well as flood risk management components (Phase II). The project provides for reduction of storm damages to low-lying residential and commercial structures from coastal erosion, tidal flooding, and inland flooding along Pews and Compton Creeks caused by high surface events in Raritan Bay. Phase II flood risk management components consist of a tide gate, levees, floodwalls, two pump stations, three road closure structures, road raising and regarding, and wetland mitigation. The State of New Jersey, acting through the New Jersey Department of Environmental Protection (NJDEP), is the non-Federal sponsor for the project.. This design-build construction contract scope includes the design and construction services of forested and emergent wetlands at the Pews site, scrub-shrub and herbaceous tidal wetlands at the Compton Creek site. Acquisition Strategy: This is a two-phase "Best Value Trade Off" solicitation in accordance with Federal Acquisition Regulation (FAR) 15.101-1 for Port Monmouth Phase II, Contract 1 Mitigation at Monmouth County, NJ. The Government will evaluate the proposals in accordance with the Source Selection Criteria, and award a firm fixed price contract to the responsible firm, whose proposal conforms to all the terms and conditions of the solicitation and is fair and reasonable and offers the best overall value to the Government. The formal Design-Build Best Value Trade Off (DB BVTO) is anticipated to be issued on or about April 2026 . The period of performance for this project is 746 calendar days from the Notice to Proceed date.
