1. Presolicitation notice. a. This is a presolicitation notice only. This is not a Request for Quotation (RFQ), a Request for Proposal (RFP), or an Invitation for Bid (IFB). The Government is not soliciting quotes or proposals at this time. Questions related to this pre-solicitation notice are due by 04/23/2026 @ 12:00 PM PDT 2. Set-Asides: The Government anticipates this will be a Total Small Business Set-Aside. 3. Codes for Services or Supplies Product Service Code (PSC): J015 - MAINT/REPAIR/REBUILD OF EQUIPMENT- AIRCRAFT AND AIRFRAME STRUCTURAL COMPONENTS NAICS Code: 488190 - OTHER SUPPORT ACTIVITIES FOR AIR TRANSPORTATION 4. Description a. (i) Clear and Concise Description of Supplies or Services: Service: C-130 Trainer Paint Brief Description: The Government requires a commercial service to paint a C-130 Trainer. This will include repairs necessary before painting including missing fasteners and removal of corrosion. Also, contractor will ensure aircraft is adequately protected against animal intrusion. See Attachment 1 Statement of Work for specific information and examples of what needs to be painted on the Trainer. b. Procedures for Award: The Government intends to issue a Request for Quotation (RFQ) and award a firm-fixed-price purchase order. The award basis is anticipated to be Lowest-Priced, Technically Acceptable (LPTA). Anticipated Award Date: On or about 05/25/2026 c. Trade Agreements Language: Not Applicable d. Technical Data: Not Applicable e. Construction Contract Information: Not Applicable. f. Statement Regarding Responsible Sources: All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. g. Competitive Status: This is a competitive action. h. Qualification Requirement: Not Applicable
