THIS IS A SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. The intent of this notice is issued solely for market research purposes and does not constitute a Request for Proposal (RFP), a Request for Quotation (RFQ), or a promise to issue a solicitation in the future. This notice seeks to identify qualified, experienced, and interested offerors capable of performing the type of work as described herein for information and planning purposes.The information received will be utilized within the Navy to facilitate the planning and decision-making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.GENERAL INFORMATION:Naval Facilities Engineering Systems Command (NAVFAC) Far East (FE), Core Execution Team, is seeking potential sources for conducting market research to identify sources with the technical capability, experience, and interest in 3D printed construction technologies for potential use within the NAVFAC FE Area of Responsibility (AOR), which includes Japan, Korea, Singapore, Diego Garcia, Philippines, and Thailand.The objective of this Sources Sought is to assess industry interest and capabilities in supporting the U.S. Navy?s exploration and potential future integration of 3D printed buildings and construction elements in support of operations and facilities across the NAVFAC Far East AOR.NAVFAC FE seeks to understand:The current state of the 3D construction printing industry, especially as it relates to vertical construction (e.g., barracks, offices, utility buildings, warehouses, etc.).The logistical and operational requirements of implementing 3D printed construction in the NAVFAC Far East AOR which includes Japan, Korea, Singapore, Diego Garcia, Philippines, and Thailand.The advantages, limitations, timelines, and potential cost savings associated with 3D printed construction in comparison to traditional construction methods and relevant NAVFAC Unified Facilities Criteria (UFC).The environmental performance, seismic resiliency, and compliance with relevant building codes and environmental standards in Japan, Korea, Singapore, Philippines, Thailand, and other applicable international standards within the NAVFAC Far East AOR.The potential for expeditionary, temporary, or semi-permanent solutions using 3D printing for contingency, humanitarian, or remote applications.SUBMISSION REQUIREMENTS:Interested sources are invited to respond to this Sources Sought Notice by completing and submitting Enclosure (1) Contractor Information Form, to demonstrate capabilities, capacity, and experience including:1. Technical Capability 2. Logistical Considerations3. Regulatory Compliance4. Innovations and Research5. Rough Order of Magnitude (ROM)6. Project ExperienceSubmission should be no more than 16 single sided page or 8 double-sided pages, including attachments, single spaced, and 10-point font minimum in PDF searchable format. Include the Subject Line: Sources Sought?3D Printed Construction ? NAVFAC Far East.Respondents will not be notified of the results of the Navy?s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
