Description
1.This is a presolicitation notice only. This is not a Request for Quotation (RFQ), a Request for Proposal (RFP), or an Invitation for Bid (IFB). The Government is not soliciting quotes or proposals at this time. 2. The Government anticipates this will be a Total Small Business Set-Aside 3. Codes for Services a. Product Service Code (PSC): G003 - SOCIAL- RECREATIONAL b. NAICS Code: 711510 - Independent Artists, Writers, and Performers 4. Description (a)Travis Air Force Base is seeking a dynamic and professional aerial demonstration act to be a featured performer at its "Wings over Solano" Airshow, scheduled for April 25-26, 2026. The requirement is for a complete performance package centered around a vintage MIG-17 jet. The selected contractor will be responsible for providing a single MIG-17, presented in a historically accurate military livery, to perform a thrilling 10-minute solo aerobatic routine complete with a smoke system. The performance schedule includes a full rehearsal on Friday, April 24th, followed by public demonstrations on both Saturday, April 25th, and Sunday, April 26th. The pilot must be highly qualified, holding both an active surface-level aerobatic waiver and an unrestricted Level I Statement of Competency (SAC) card. (b) The Government intends to issue a Request for Quotation (RFQ) and award a firm-fixed-price purchase order. The award basis is anticipated to be based on the offer that conforms to all solicitation requirements IAW the PWS and represents the Best Value to the Government. (d) Technical Data: Not Applicable (e) Construction Contract Information: Not Applicable (f) Statement Regarding Responsible Sources: All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.
