Description
Acquisition Description: This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Valor Network Inc.. This vendor is a Service-Disabled Veteran-Owned Small Business (SDVOSB). National Institute of Health�s Clinical Center (NIH-CC) has the Radiology and Imaging Sciences (RADIS) department (collectively �Program�) that needs TeleRadiology to handle the patient workload and the post-pandemic exodus of board-certified Radiologists needed to view and diagnose patient images. The various sections of RADIS: MRI, X-ray, CT, Nuc Med, US, all require Radiologists to view, read and diagnose a patient�s condition that are on CC-IRB approved protocols. These services must be performed and certified by the Radiologist before Program can proceed to next steps in theragnostic for the patients. The Contractor must be authorized to connect to and transmit data to RADIS and have computer hardware that is capable of receiving Digital Imaging and Communications in Medicine (DICOM) compliant diagnostic imaging studies from RADIS and to return a final interpretation report that will automatically upload into the patient�s Electronic Health Record (EHR). Justification: The NIH-CC competed this requirement in 2024 and selected Valor Network to provide services for Jan. 2025-Jan. 2026. However, due to the time constraints caused by recent events, the NIH-CC does not have the time or resources to recompete and re-setup this requirement in time. For example, for the existing requirement, it required several months between Government and vendor to establish IT protocols that the DHS and DCRI Security Cybersecurity measures would allow to transfer patient images and data between the Government and vendor. The IT connection is now only able to be provided by the current vendor. Any change to a different vendor would require the re-implementation of these protocols that would cause significant delays to the current need. Thus, this requirement will be sole sourced to this vendor for one (1) year, and it is intended that this requirement will be recompeted next year when more time and resources are available. All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-CC-26-001864) by 04:00 PM eastern standard time on 01/14/2025 to: lu-chang.lu@nih.gov All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
