10 February 2026: Question and Answer document has been posted along with an updated PWS (tailored language). Amendment 0002 (5 February 2026): The purpose of this amendment is to remove Attachment 02 Wage Determination from Section J as it has been determined that it does not apply as the identified labor rates have been determined to be employed in a bona fide executive, administrative, or professional capacity. FAR 52.212-5 has been updated accordingly. Amendment 0001 (4 February 2026): After feedback from the industry when submitting questions, the page limitation in paragraph 2 of ADDENDUM TO 52.212-1, INSTRUCTIONS TO OFFERORS, has been increased to twelve (12) pages, not including cover pages and tables of content. Amendment 0001 (27 Jan 2026): The purpose of this amendment is to extend the due date of this solicitation from 16 February 2026 at 1:00 PM CST to 17 February 2026 at 1:00 PM CST. The previous due date of 16 February 2026 is a federal holiday. ----- This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation: quotes are being requested, and a written solicitation will not be issued. This solicitation is being issued IAW FAR Parts 12 and 13 as a Request for Quote (RFQ). The RFQ number FA460026Q0012 shall be used to reference any written quote provided under this RFQ. DESCRIPTION OF REQUIREMENT: The 55th Contracting Squadron (Offutt AFB, NE) has an ongoing requirement to procure cybersecurity support for Offutt AFB's Defense Red Switch Network (DRSN) and other Nuclear Command, Control, and Communications (NC3). Contractor(s) shall provide the Government with high-quality, cost-effective, dedicated cybersecurity support to the 55 SCS for its DRSN and NC3 systems. The goal is to ensure Risk Management Framework (RMF) requirements are met, Authority to Operate (ATO) is granted and remains valid, all security-related documentation is kept up-to-date, and supported units have a team of cybersecurity experts on which to rely. To successfully fulfill this requirement, a combination of Cybersecurity Specialist and Information Systems Security Officer (ISSO) support will be provided to address tasks outlined in this PWS for named NC3 systems. ISSO support is also solicited to maintain Offutt DRSN accreditation associated with segments of multiple NC3 systems that connect to Offutt DRSN, such as the Survivable Emergency Conferencing Network Digitization (SECN-DZ), Presidential and National Voice Conferencing (PNVC), and various gateways and long local communications circuits. Additionally, personnel shall be required to assist in configuration management process reviews to ensure appropriate mechanisms are in place, update DRSN RMF Body of Evidence requirements, and support DRSN external entity audits and inspections. See Attachment 01 � Performance Work Statement for full scope of the requirement. QUESTIONS AND ANSWERS: All questions concerning this solicitation shall be sent by 2 February 2026, by 4:00 PM CST. Answers will be available by 10 February 2026 by 9:00 AM CST on SAM.gov. OFFER DUE DATE AND TIME: Offers are due to the contracting office no later than 16 February 2026 at 1:00 PM CST.
