Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) March 24, 2026 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the San Marcos, TX CBOC 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services for the San Marcos, TX Community Based Outpatient Clinic (CBOC). This requirement supports VHA's mission by providing contractor support services to help bring the hospital into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of 33-months. The San Marcos area, located between Austin and San Antonio, has been identified as a service gap within the Central Texas Veteran Health Care System. As a result of the collaborative planning efforts, the establishment of a multi-specialty community-based outpatient clinic in the San Marcos area has been proposed. The parent facility, the Central Texas Veteran Health Care System, are working with VA Office of Real Property and other support offices to secure award of the leases to developers who want to create the site of care for VA use.� Central Texas VA Health Care System has been approved for a mid-level lease to create an expanded service opportunity for Veteran health care. The San Marcos VA CBOC project proposes to lease an approximately 29,060 net usable square foot (NUSF) new Outpatient Clinic in the vicinity of San Marcos, TX, including 156 parking spaces. The new facility would allow for a decompression of the Austin VA Clinic. The lease would enhance outpatient services by closing space gaps identified in the Strategic Capital Investment Planning (SCIP) process. The clinic is classified as a multi-specialty clinic and will add new services such as Primary Care, Mental Health, Radiology Service, Pathology and Lab, Prosthetics and Physical Medicine, Rehabilitation Services, Visiting Provider Module, Logistics, OIT, Clinical Management and supporting services. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://search.certifications.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 16 April 2026. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 18 May 2026. Solicitation initial posting date and the closing date are subject to change as necessary.
