THIS IS A COMBINED SYNOPSIS/SOLICICATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN RFO FAR 12.202(b), AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. OFFEROR TO COMPLETE BLOCKS 9, 12,13,15,16, and 17. 1. Solicitation Number: W9127N26QA018 2. Solicitation Issue Date: 12 February 2026 3. Contract Specialist: David Boone 4. Offer Due Date: 24 FEB 2026, 4:00 PM, PST. Each offeror must submit a priced proposal via email to BOTH david.c.boone@usace.army.mil and Darrell.D.Hutchens@usace.army.mil. No hard paper copies will be accepted or evaluated. The priced proposal must be received by the closing date and time set for receipt of quotes. 5. Solicitation W9127N26QA018 contains clause 52.212-2 Evaluation-Commercial Products and Commercial Services. The Government will award a contract resulting from this solicitation to the lowest priced offeror. To be eligible for award, offerors shall submit proof of accreditation with the National Environmental Laboratory Accreditation Program, Oregon Environmental Laboratory Accreditation Program or the Washington State Department of Ecology Environmental Laboratory Accreditation Program to perform the tasks identified in the Performance Work Statement. Line-item unit pricing is to include shipping costs and sampling materials costs. 6. Questions: All questions shall be in writing and e-mailed to david.c.boone@usace.army.mil and Darrell.D.Hutchens@usace.army.mil. Questions concerning this solicitation will be accepted up to the Close of Business (12:00 PM PST) on 18 FEB 2026. The U. S. Army Corps of Engineers does not commit to providing responses to questions submitted after this date; however, attempts to answer questions will be made. 7.
